The federal circuit court has spoken; this judge has failed at basic constitutional (42 USC sec. 1983) law.

His settlement conference is a joke. Worse, his recommendation is completely one-sided. If you happen to fall on the other side of the recommendation, fogetaboutit. Btw, did I mention about his temperament? It's like he's got a multiple personality. Very strange. Also I gave him a ten for his involvement in settlement discussions because he facilitates settlement by forcing a party to cave in, without any fact findings or reasons.

Very scholarly, but very mean. If you're a plaintiff in a civil case, he won't rest until the defendant wins. He invites summary judgment motions. He'll call a "settlement" conference, set a fast trial date, then quickly vacate it as soon as the defendant mentions summary judgment. He will try to force the plaintiff to accept anything measly to get rid of a case; he has no sense of the value of a case, and really doesn't care. He's imperious and quite impressed with himself. He sets unreasonable deadlines.

Judge Castillo routinely requires civil litigants to attend a settlement conference early on, but then uses the opportunity to arm-twist the parties to settle (without regard to the merits of the case) or, failing settlement, to agree to consent to the magistrate. I have taken the latter option each time before Judge Castillo. He either has no appreciation regarding how to conduct an effective settlement conference, or he doesn't care. He is arrogant and rude for no apparent reason. Seems quite impressed with himself.
