I don't personally hold a grudge against Judge Brooks, but I found him to be disturbing. He is utterly unpredictable. Have had several cases with him. On one, he completely dressed me down in front of everyone at a settlement conference for something incredibly petty. I was utterly shocked at the anger and hatred pouring from his eyes. It was so off-base that I was searching my mind, wondering if somehow I had offended him in the past. I could think of nothing. Classic small man moment. In another case, he did the same to opposing counsel. When I saw this the second time, I realized that he was mentally unstable. Seriously.

Brooks is a complete and total "yes" man for the government. He also seems to have left half his brain in his first year of law school. Will hold off on YOUR motions for over months and months, even more than an entire year, but will rule on the governments motions before the hearing date. Thank goodness he is only a magistrate judge. I pray he is never elevated.

Have had a few cases with him. For reasons unexplained, he clearly held a grudge against me. Had no clue why. He was utterly rude and vindictive. I was truly amazed at his conduct. FWIW, I was successful in both of these cases, but cringe whenever I get him assigned as my magistrate.

He is a judge who holds personal grudges. I have a case with him and was nothing but polite and cordial. He apparently did not like my case. It settled. A year or two later, I had another similar case. Brooks was extremely rude to me. He was so rude that I was searching my mind, wondering if I had somehow personally offended him. I had not. He simply did not like the kind of cases that I handled and treated me extremely poorly when I was in his courtroom. I've been a lawyer for over 20 years - - his conduct was about the worst that I have ever seen. Completely unacceptable.

Excellent judge. Pushes to settle but understands that not everything can settle. I agree that he is my first choice in the SDCA. (Although this is irrelevant, he is a great guy, too. One can sit and talk with him "off the cuff" when appropriate.

Decent judge. Probably will never have a strong grasp of the leverage points in settlement talks, but has improved greatly since his first term.
