One comment states how exceptionally fair Jude Horan is to his victims. Yes, I said victims, if they happen to be of any color except white, this judge will try to give them the most time possible, even thinking up reasons for his racially overtoned ruling. However, just like to commercials you see at 2 a.m., "THERE MORE!!!" He will destroy your civil cases if a nonwhite person is suing a large white company. He is a piece of work, that hides behind his robe, robbing people of color of their rights and compensation.

Judge Horan is an exceptionally fair, thorough and competent judge. His rulings come much more quickly than those from many of his peers yet show a higher level of detail, quality of review, and mastery of the law and issues. Litigants and counsel should be forewarned that if they get into discovery disputes he will force them to use Joint Status Reports and other items to try and resolve the issues themselves before he intervenes. This will increase your costs but will also force you to truly be on your game as to any such disputes. I would be shocked if Judge Horan does not move up to District Court Judge (and perhaps beyond) or back to a position of very high regard in the private sector based upon his exceptional skills, work ethic, and balanced temperament.
