This guy should not be a judge. He is intolerant and does not follow (or probably understand the law). His temperament is horrible and he thinks he is a king rather than, as his role should be, public servant. He is a disgrace.

He sentenced five years for probation violation
Did not have no leniency, despite the tremendous efforts of two attorneys, and multiple written letters of character for the defendant, as well as his own, he has no leniency, he has no sympathy towards people who are trying to better themselves, and become a better person to society, in other words he truly has no heart, I think if he has a choice to do the correct right thing and even meet in the middle he will pick the worst . Most judges would atleast consider … this one went to the max, he has no heart or soul or sympathy towards others . Unfortunately if ur case lands in his hands hopefully multiple prayers and god can help you because he’s truly evil .

Judge Anderson failed to allow any defense at all into the courtroom for a man charged with a Federal crime. The two defenses were duress and mental health issues. The reason he gave for disallowing a mental health defense was later overturned at the appeals court; the conviction was overturned and the sentence vacated. A new trial was ordered. This decision was appealed by the government, but the original conviction and sentence was again vacated by the en banc court. The mandate (that the conviction was overturned and the sentence vacated) was ordered on December 5, 2020, but this information was never communicated to the Federal prison where the man was incarcerated and from which he should have been released or transferred. The man took his life (or was killed - yet to be litigated in civil court) on December 19, 2020.

During the trial and sentencing, Judge Anderson was rude, dismissive, condescending, and unprofessional in his treatment of the defense attorney. Additionally, the victim in the case made 12-minute audio recording in support of the accused, to be used in sentencing. Anderson never even listened to the recording, by his own admission during the sentencing hearing. The victim pleaded with the judge not to give the accused any additional time, saying "He is as much a victim as I am." The victim told the story of the duress the accused was under to commit the crime against him, and even named the three inmates who threatened the accused to assault him, even though the two were friends. Yet, Anderson felt the need to give the accused the maximum allowable by law.

All of this we know first hand. We were there in the courtroom at every turn. The accused was our son. I urge the people of California to recall this judge. He is unfit to serve.

Deserves his ranking as one of the worst federal judges in the country. Easily *the* worst I've ever interacted with in over 30 years as an attorney -- federal, state, municipal, small claims, traffic court, anywhere. As another commenter puts it, he is "spectacularly" ignorant. He is also spectacularly arrogant, rude and intemperate. He is not interested in fairness or justice in any sense. Ignored the facts, ignored the law, ignored all rules of procedure and evidence . . . every motion, every conference, and every other interaction of any kind. No exceptions. Just a train wreck of jurisprudence. The Ignatius J. Reilly of the bench (except rude and meanspirited).

We have tried two civil litigation cases in front of Judge Anderson since he was appointed and been before him on others. One was theft of trade secrets where we represented the plaintiff. The other was a complex insurance and environmental matter.

If you're looking for someone who is predictable, go somewhere else. if you're looking for someone who will literally read every line of your pleadings (to your benefit or detriment), he's your judge. Whether consumer rights or management, he has few tendencies. He appreciates owning up to one's errors, if they are made, as would any former AUSA.

Keep in mind that he was originally appointed to the bench at a relatively young age in the last year of George HW Bush's presidency, almost 30 years ago. The appointment languished, likely for political reasons (remember this was around the time of Clarence Thomas, Robert Bork and numerous other controversial SCOTUS appointments). Do not break his rules. You will be sanctioned even if the other side doesn't ask for them. I would say his temperament reminds us of a David Souter or Anthony Kennedy. His well reasoned, balanced opinions do too.

From the standpoint of practitioners, keep in mind that Judge Anderson cleared the docket on Americans with Disabilities Act cases, something we only know through second hand information. Regardless, it's useful to know that he doesn't tolerate cute tricks or non disclosure of documents by plaintiff's or defense counsel. The disgruntled views are those on either side, civil or criminal, who were surprised because they found it difficult to predict the outcome. Talk with his former clerks. They will give you more insight than anyone.

In the early years of his tenure on the bench, settlements were handled through a magistrate. But, be careful what you share. In a recent case well before trial, Judge Anderson gave litigants the option to exchange settlement offers in a bench trial which surprised both sides.

NOW THIS IS A JUDGE! “Justice delayed is justice denied!”and HONORABLE Judge Anderson is a no BS, fast justice kinda judge! I came to this blog and read all of the reviews beforehand and was wondering how I always get stuck with the alleged notoriously most hostile judges. My state civil case got removed to a Federal Court and bam Judge Anderson was assigned- I didn’t sleep well the first night but as always I prepare my case and make a record to appeal. I asked the Pro Se office what the deal was with this judge and they basically said as a pro se - you will not have any problems with Judge Anderson, he just doesn’t like dilatory, vexatious , “working the file” legal maneuvering Rule 11 sanctioning type of lawyer games. If you are a Plaintiff Or Defendant with a strong , solid case and you immediately show him your case’s strengths and why you should prevail and your claims or defenses are meritorious- you will appreciate Judge Anderson’s style as he honors Rule 1 for “just speedy ...” Even as a Pro Se, My briefs were well argued with case law and I showed him admissible evidence and why my case can’t be dismissed and why it should be remanded. Before the hearing, my briefs were so strong, he sua sponte GRANTED my Remand to state court. My case is David v. Goliath and obviously I am David ( poor Pro Se) against a billion dollar global company who has the biggest and most expensive defense firm. I won my Remand to State Court (favorable to Plaintiffs) without any hearing. Actually , I wish I could’ve stayed in Federal Court with Judge Anderson bc I believe I would’ve been treated fairly as Pro Se. Ive litigated in other federal courts and the Pro Se bias exists. Judge Anderson provides justice in an expeditious manner. A civil Plaintiff with a meritorious case could only dream of being assigned Judge Anderson. Thank you , I love you Judge Anderson, I have never been treated fairly in Federal Court until I was blessed to be assigned to you!

I spent an entire morning in Judge Anderson's courtroom yesterday at a sentencing hearing for my client and watched four sentencing hearings before mine. Despite his terrible reputation, I watched him depart below the guidelines on one case, agree with the defense that a guideline enhancement does not apply on another case, and split the difference on two others. On mine he gave the low-end of the guidline range. He also went below three years of supervised release a couple cases, including mine.

So for as much grousing there is about Judge Anderson, on this day anyway, I've certainly seen much worse.

But then as I was leaving, a couple civil litigants had their case called. That's when I heard the yelling from the bench...oh geez.

Judge Anderson lacks compassion and punishes defendants for their lawyers righteous arguments. The judge lacks total impartiality when he constantly berates defense counsel’s cogent arguments. Unfortunately your client will lose out with the judge imposing a higher retaliatory sentence even if the government requests a more moderate punishment. Life time tenure be damned.

I watched this judge walk into a sentencing hearing as if it were a casual visit to the bathroom. There were close to 20 supporters in attendance for the defendant and for the first time I saw a prosecutor defending the defendant. She refused to make a recommendation for time. She also stated that this was not a normal case for the federal courts. The judge did not care. It was as if he did not read the sentencing memorandum. It was a complete disregard for human life. He gave the defendant three years even after the prosecutor used a case that received 1 where the case was much worse. It brings me great shame to have this person serving as a judge in my country it brings me even more shame that we allow him to continue to do the horrible things we read on his profile on this site. He is the proof of failure in our system and a complete disgrace to the federal bench.

Without question, Judge Anderson is the most offensive, laziest, most arrogant, insulting and imbalanced judge that I have ever had the misfortune to stand before. Judge Anderson deserves his ranking as one of the worst federal judges in the U.S.

In regard to medical marijuana: unfortunately, the federal courts do not recognize medical marijuana, unlike the state and county courts. Federal courts continue to see it as illegal. County probation accepts the medical marijuana prescription to the extent that, if there is a positive THC result, the individual would not be in violation. My opinion of Judge Percy Anderson is that he is by the book. There are some rulings where he could rule in favor, but if it's not written in stone, he will not rule. He heard a difficult case. In the beginning of the case, Judge Anderson made quick, swift rulings. He yelled at my attorneys on a few occasions. The bottom line is that he gets irritated by the circus antics of attorneys. My further observation of Judge Anderson is that you must know your stuff (cite case law, file correct paperwork, etc). Most of these attorney complaints are from those who are used to judges allowing them to blah blah blah -- and because Judge Anderson doesn't, it's a problem. Be straight and to the point. I sat and heard him on other cases, and as long as you know your stuff and treat him with respect, then you will have no issues with him. In other words, step your game up. If time frames are expedited, then follow it. It's work. He's not in every courtroom. Lastly, I've witnessed the expedited hearings, and seen the attorneys roll their eyes. But I got the opportunity to witness a fair side of him. He was very patient with the plaintiff with a speech impediment, and allowed him considerable time to testify that he understood the case.

Anderson's forum is not a court of law; it is a show trial stage where defendants are not permitted to defend themselves against obviously unconstitutional charges. Aaron Sandusky is a political prisoner.
The PEOPLE of California went to the polls, and voted to explicitly allow medical marijuana. The people are not the property of the federal government, and when we vote to permit sick people to avail themselves of any means of relief, only a tyrant would stand in their way.

In a few more years, when the rest of the states have abandoned the insanity of the war on drugs, people like Anderson will be citied in history books as examples of agents of oppression masquerading as agents of justice. I wish him a long and miserable life, in the full knowledge of the contempt he has earned.

Having prosecuted for the government in several of the district courts I find a tendency for Bush appointed judges to be pro-government and easy to lead. They do not educate themselves on the issues at hand nor do they review jurisdictional matters. Percy Anderson, Morison England & Clarence Thomas are prime examples of placement based on politics and not ability. All are having record number of cases presented and overturned on coram nobis review post Skilling that AUSA's were reluctant yet pressured to prosecute for political reasons. Prosecuting health care and anything to do with oil, gas or electrical power was to keep Texas and the Bush Buddies in power.

We had the misfortune of getting Judge Anderson after we removed a case from federal court. Plaintiffs didn't file a motion to remand. On the last day that a remand motion could be filed, and on 45 minutes notice, Judge Anderson demanded all parties attend a phone conference where he tried to persuade the plaintiff to make a remand motion (presumably orally) due to a small typo in the remand papers. Fortunatley for us, the plaintiff refused. A month or so later we were able to eventually settle the case and were awaiting the finalization of settlement documents from both sides. A pre-trial deadline for expert disclosure was coming up and both sides jointly asked Judge Anderson to defer the deadline for a couple of weeks while the settlement was finalized. He refused. In my experience, he runs the least friendly courtroom in Los Angeles and he likes it that way.

This judge is the an absolute embarrassment to the bench. While personal epithets are not always appropriate when rating someone on a site like this, a federal judge should be bright enough to do his job, and this one is simply stupid. He tries to cover up his stupidity by being pompous, but he simply does not get the issues. His pompous, obstructionist attitude carries over to his miserable clerk, Kevin. Percy Anderson is a strong indication as to why the federal courts need an analogous statute to California CCP 170.

He is brilliant - which is both good and bad. He really knows what he is talking about, but he expects you to know as well.

He's intelligent and treated me with civility. He even excused an unintentional failure on my part to comply with local rules. I understand prior comments about his courtroom demeanor and lack of scholarship, which may very well be true, but I didn't see any evidence of the behaviour that may have caused the complaints.

This is a very bad man. He is arrogant, aloof, lazy, unable to grasp difficult concepts, completely pro-government and business, and totally against the little guy. The Ninth Circuit sua sponte has removed him from cases and is believed to have put an asterisk next to his name so that when appeals from him come before the court the staff attorneys give it special scrutiny.

This judge is ruthless, mean, and demeaning, for no apparent reasons other than just being like that. He is one of the worst judges in the Central District of California. He's not very smart, but thinks he knows everything. This combination of ignorance and arrogance is awful for lawyers and litigants.

Extremely arrogant towards criminal defense attorneys. Seeks to deter counsel from presenting their positions on the record by rolling his eyes and making condescending remarks. Shows no professional commitment whatsoever to managing a courtroom in a fair and impartial manner. He became a judge for the wrong reasons. He should resign from the Federal bench and seek employment elsewhere. He would not be missed.

One of the worst federal judges I have ever litigated before. Horrible temperament and very little knowledge of the law or the settlement process. It is sad that he has chosen a career for which he is so ill-equipped.

Judge Anderson is as mean as a snake. I believe this is to disguise his ignorance. His judicial temperament should be rated in negative numbers. He is a disgrace to the bench and should not be a judge.

The continual 9th Circuit scrutiny of Judge Anderson gives me great joy. There is nothing better than knowing the bad decision you get from him on Monday will be taken up by the 9th Circuit on Tuesday. He exercises no self restraint, no intelligence, and little humanity. He is the Darth Vader of the Federal Bench.

He seems to me to be trying to impress the lawyers in front of him with his erudition on arcane areas of the law. Why a judge would do this is beyond me. He alternates a spooky kind of detachment, staring off into space, and snotty asides. My least favorite central district judge.

I was counsel for a party in civil case before Judge Anderson. We were at the Rule 26 Scheduling Conference (so very early in the case) and I wanted the trial date to be set two months later than the defendant wanted - as I explained to the Judge, I was pregnant and the trial date that the Defendant insisted on was actually my due date for giving birth. Judge Anderson said in a very discourteous tone, "well, your client will just have to get another lawyer" and set the trial date for my due date.

I have also witnessed his looking over at his grinning clerks as he makes unnecessary, sarcastic and rude comments to attorneys. The two new people giving him ratings of 10 out of 10 must be his parents or his siblings. No serious, objective attorney could rate this judge in that fashion. The Ninth Circuit just took him off a case because his partiality and bias could reasonably be questioned.

He and his clerks have been rude and contemptuous to lawyers every time I've observed his hearings. On several occasions, I have seen him look at his clerks to make sure they are grinning while he makes his rude comments. It's not toughness, but just pure contempt for justice. He should not be a judge.
