Hon. Phillips is intelligent, sharp, and polite. He knows litigants' pleadings almost better than they do and has a memory like an elephant. He commands respect due to these qualities.

I would describe him as evenhanded. However, I find his handling of physical abuse cases troubling, especially when there is clear evidence. It seems he gives fathers the benefit of the doubt to change, sometimes without sufficient justification. I've witnessed fathers shedding crocodile tears on the stand and receiving leniency that jeopardizes the safety of minor children and emboldening the father to abuse more. While I'm not a psychologist, it appears Phillips holds a noble view of men from his own morality, even in their shortcomings. This may lead him to misjudge narcissistic fathers and award custody based on his own perspective rather than merit.

Despite this, Phillips does make fair rulings overall. He focuses on the broader family dynamics, issuing orders that bring meaningful change without stating the obvious. He has an excellent wit. In financial matters, he excels. Lastly, he genuinely listens to litigants and shows a sincere interest in their point of view. Hon. Phillips is a gem in a world of halfwitted judges. Probably best to come to his Court with truth. I know that is a high request in the world of litigation.
