I have been in Judge Phillips court a number of times. I observed him preside over many cases & was very impressed by his sense of fair play. He was always pleasant, patient & regardless of which end of the seesaw you found yourself you could not help but respect him. The court has lost a truly fine judge with his retirement.

Significantly biased towards the prosecution. Being in a one judge, one prosecutor, one public defender courthouse, leaves everything to his discretion. He runs it like his own fiefdom. While cordial, be has a great deal of underlying contempt that occasionally slips out on the record.
