Really listens to the testimony of witnesses and takes thorough notes which he refers to in making his decision. Is very conscious of making each litigant feel that their attorney did a good job. Good grasp of the rules of evidence.

I had to post this to respond to the attorney who felt the need to post another bad rating of Judge Scurti. It's not bad enough your whiny self posted a bad review, you came back and did it again. Same language, same complaint about ideology. It's just not true. Judge Scurti is a fair and outstanding judge, who is now the Judge in Charge of Civil. That does not happen when you suck.

Judge Scurti substitutes the law with his own personal ideology. What is truly unfortunate is that he is really uninterested in even understanding what the civil rules and law actually provide. To be clear, I am not an insurance defense attorney. Our firm has had to repeatedly have him overturned on appeal. However, he remains undeterred by the errant rulings or the fact that his errant rulings costs additional resources to rectify. He continues to dole out his own idea of justice which demonstrates an obvious bias for civil plaintiffs.

Judge Scurti has been an excellent addition to the bench. He hit the ground running and has been fixing up the civil docketing system to work best for both parties. Contrary to other opinions here, he is neither pro Plaintiff nor Defendant: he looks at the individual facts and one must give him credit for whichever way he decides.

I agree with previous comments. Makes it up as he goes along and the judgements are super inflated. I was a defendant in his court room and got slammed. Plaintiff awarded full attorney fees no true explanation was given for his decision. "You followed the contract in its strictest sense but I find you are negligent" huh?

It's pretty obvious that all three of the prior ratings are defense attorneys for insurance companies. Two of them admit it, one does not. After years of state's attorneys and assistant attorney generals who never had a client being appointed, Judge Scurti is the first judge from private practice in a very long time to get appointed. He understands the needs of both the attorneys who appear before him, and the litigants because he was in private practice and he had clients. Stop moaning that you aren't winning every insurance defense case just by showing up. Holy cow, a fair verdict in Baltimore City? Say it ain't so! Go to other counties and look at the verdicts. Just because you don't like the result is not a reason to downgrade a judge's abilities. Again, stop whining.

Judge Scurti has an obvious bias towards plaintiffs in civil matters. Partly because of his misunderstanding of the civil rules and his own ideology, he makes rulings that wildly depart from the law, and then makes findings that are greatly inflated and which have no justification based on the facts of a given case.

I have appeared before this judge a few times as an insurance defense attorney. I have seen him preside over several cases. He ruled in favor of the plaintiff every single time, regardless of the law. He makes up law where the law does not support his decisions. I do not know if he is biased or ignorant. I don't know which is worse. Ignorant wouldn't be that bad if it seemed like he was interested in learning, but he does not appear to.. And he gives away quite a bit of money, even when the medical records are laughable. If you are a plaintiff with a weak case, by all means try a case in this judge's courtroom. If you are a defense attorney, even if your case is strong--settle or pray your case goes to another court.
