Basically good temperament except when he feels things are taking too long. Even if it's the case before you, you might suffer his displeasure for whatever happened to make him feel things have been slow that day.
When you walk in his courtroom after some mattes have already taken place you should ask someone"How is he today?" and the answer usually will be either "Fine" or "Cranky." His temperament fluctuates between extremes.
On pre-trial violations can be very unreasonable to defendants, often not even giving a hearing regardless of whether the situation would seem to warrant further consideration.

The foreclosure mill of Shapiro & Burson had been trying to take my waterfront property and house for about four years - they even had a 'buyer' lined up! I'll remind the reader that they had been fired in 2010 by Fannie and Freddie because they were fabricated and forging court documents. None of the judges in Baltimore County with the exception of one retired judge Wiener seemed to have a problem with them. So the day came and I finally had a competent lawyer. I was going to get my day in court. Bill Savage of Shapiro & Burson hadn't even bothered to respond to our motion. While my attorney and I waited and waited judge Cahill sent out his law clerk to inform us that he "wanted to wait to hear from the 'other side." What? They hadn't bothered to respond! Wasn't that their answer? We went back the next day, he ruled against me and my house went on the auction block that afternoon. Guess who the only bidder was? Yeah the 'buyer' from the foreclosure mill. It was an ideally situated house on the waterfront. The only "bidder" made a prearranged deal and now resides in my home.

I am so pleased that Judge Cahill was able to exclude the "expert" testimony of a self-taught document examiner who rents herself out as an expensive hired gun in a 2013 civil case. He is a highly intelligent judge who listens to the evidence presented and then rules accordingly.

A respected lawyer once told me: "Judge Cahill is a rare commodity; he'll give anybody an even break and doesn't have a favorite. Just make sure you don't waste him." This has proven to be good advice. He will decide on the evidence presented, and that's all we can ask of any jurist.

He is a good example of how temperament is not the end all be all of the quality of a judge. While he will sit there quietly, he has already made up his mind. From having appeared in front of him a few times, I can honestly say that he either plays favorites, has nothing but disdain for non-corporate parties, or is just really not that smart. I agree with the criminal defense attorney who opined on here that "He seems dumb.", in that he is pretty much just a silent blob that will do whatever the corporate party requests. I would rather have an interested and impatient judge with a bad demeanor (who cares about getting it right and has the mental competence to do so) rather than this intellectually unsophisticated (or perhaps just plain pro-corporate biased) jurist.
