Quite simply, he has the legal acumen of a five year old crayon using jurist. The worst part is, he thinks he is another Learned Hand. He's been overturned twice in one case by the Appellate Court of Maryland, and even worse, when the same exact issue came up in a subsequent jury trial he acted like he never heard of the same statute at play...he either a complete moron or his brain is mush...either way, he needs to be forced off the bench.

Judge McGann presided over our custody hearing back in 2013. Ultimately made a very harsh ruling and gave custody of our 5 yr old son to my ex in laws. I appealed as Judge McGann mentioned several times and won custody of my son back since his beloved appellate court did not agree with his decision or awarding (Burak vs Burak ... it's on Google since it was new legal precedent in MD). I am very distraught to see that he is still tearing families apart as he did mine. There needs to be checks and balances, especially for judges. This Judge should not be in charge of a household let alone a court room.

Holt case], stated that all reports of abuse by the father had been unsubstantiated or ruled out (as this reporter covered previously), except one boy's black eye, which ... [Judge] Terrence McGann, had ruled in August 2017 was not abuse. Incidentally, Huges works at the same law firm ...as Judge McGann's son."

How do two boys have multiple black eyes each before the age of six? They also returned from visits with their father covered in bruises and adult sized bite marks. Yet McGann did not find abuse? And his son's law partner gets appointed to the Holt case, where she colludes with Judge Joan Ryon to preclude videos and photo evidence from being presented in trial?

Maryland has one of the most corrupt judiciaries, due to 15 year terms and lack of oversight or review process. However, people who sell out abused children are in a class of their own.

This case needs to be investigated. Unfortunately, as evidenced by other comments below, Dr. Holt was not the only victim of judicial misogyny and corruption, but her case was one of the most unjust. Dr. Holt lost her life and two young boys are still paying the price.

McGann worked with others to maliciously prosecute me so that Matt Lynch of the Montgomery County Police Department could rape and steal my Asian girlfriend. It looks like they have been abusing her in a sadistic sex ring for the last 13 years. I suspect all of these people have covered for the rapes and abuse of many many Asian women in Montgomery County.

This judge is biased against fathers in legal custody cases. He makes decisions before entering the court. He cites no laws and just refers to personal family anecdotes. He is incompetent, senile, too elderly to rule on complex modern day custody and support issues. He should be disrobes and relegated to private practice where he would also fail due to legal incompetence and pure laziness. He should not be ruling on matters involving people’s livelihoods. I pray that he be judged as harshly and unfairly as the judgements he has made during his career.

Judge McGann recently presided over my custody case. The case was decided in my favor and I feel like this Judge was very fair in his decision. Judge McGann paid very close attention to the testimony and recalled much of the facts from memory and his notes when giving his decision.
The opposing party was self represented and at times I almost felt like the Judge was giving to much help to the other party but I think He was just making sure they were able to present their case and bring up all the issues that they wanted to address.
In the end, Judge McGann gave his decision and went over the relevant case law and spent a lot of time detailing the basis for his decision.

Just finished an all day custody trial in AA Co. before Judge McGann. What a pleasant experience. He was on time, had wonderful judicial temperament, was even handed and treated my pro se opponent with dignity and made sure he had his day in Court. Took copious notes and ruled from the Bench at the conclusion of trial. This was a change of custody case involving 2 of my client's grandchildren so I knew I had an uphill battle,but prevailed because the Judge knew the law and applied if even handedly. Truly sorry that this Judge has retired due to constitutional senility.

Hard to adequately describe the lack of preparation this judge showed for our case. Had no grasp of facts and when presented with the complicated details in court, he immediately shut down, leaned back in his chair and acted like he was above hearing any details from either side. Have never witnessed worse demeanor. He constantly grunted and sighed and cut off attorneys as he told them he was not wiling to decide any matter at hand. Ultimately bailed out and passed the matter off to another judge. The worst of the worst. McGann is simply buying time and taking up space. Lazy, paper-pusher with no business being on any court. A lazy slob milking the system.

I came before this judge in an emergency motion. I gave it to his clerk in chambers. Never got to see the judge. Now, other side's attorney never showed up...they never even entered an appearance in Mo County. However, judge went out of his way to talk to the attorney on the phone and then punted this back to another county's circuit court. SOB never even took the time to talk to me. Just took the other side because, um....drum roll....they have a lawyer.

This judge was clearly biased against the defendant. He took the side of the State’s attorney over 80% of the time in every objection. But honestly the worst part was the SLEEPING. YES, I said...SLEEPING. He was literally sleeping during almost 30 minutes of the defendants testimony. His head was back on his chair, eyes closed, mouth was hanging open and he was sleeping. Then he caught himself and turned his chair to the side, faced the right side wall of the courtroom, as though he were working on something, and continued to sleep. It was sad and disgusting. If the man cannot stay awake and do his job, why is he still on the bench? How can the defendant get a fair trial when the judge slept through 30 minutes of his testimony?!? This entire trial was a disaster and made me sick to my stomach to observe.

This judge denied a family to assert guardianship over their 94 year blind disabled and ailing father due to what he deemed in his non-medical without legal basis or case opinion that if he fell he could probably call 911. In addition, he asserted he didn't give guardianship in this case even though this elderly gentleman had two falls, a head injury in the past, and erratic behavior including locking out his nurses. Judge McGann concluded that the 94 year old could probably get a "peanut butter sandwich" if he was hungry and bath himself if he got dirty.
This judge's opinion was all subjective, without case law, and was reflective of a tired old judge that was looking at his own future. It is a disgrace my father had to got to Montgomery County MD Adult Protective Services to protect our father and grandfather from this judge. It is also of note that this judge has over 50 petitions before Larry Hogan, Governor of Maryland, for his removal from the bench. Truly disgraceful and a miscarriage of justice.

I have never dealt with a judge before who CLEARLY had his mind made up before anyone said a word. The first 10-minutes of the hearing was him talking and there was nothing left to do.

This guy took 90 min to adjudicate a 5 min case and went way beyond being thorough and fair by explaining how he tried to view this from many different angles before ultimately making his ruling. This Judge concerns me. I feel he is all about the wealthy. I had a case before him and he made sexist comments. Even when my lawyer objected he dismissed her and ruled in favor of a wealthy person. I do think he is not applying the law and the facts before him. He clearly ignores the facts before him. I am considering at this time to file a complaint against him with the judicial services commission MD. This judges bows to the person who has the highest paying lawyer.

As a divorced mother with very little means, trying to protect my younger kid from a selfish father who was attempting to avoid child support, and my older kid from her father's psychological abuse, I am making a point of adding an excellent rating to Judge McGann.
Judge McGann is obviously a family person and a
no-nonsense judge, who keeps children interests at heart.
My ex husband had suspended child support after alienating my older child. That had forced me
to pay my younger kid's expenses for almost a
year with a loan I took from my limited pension funds.
Judge McGann ordered my ex to pay me arrears
and to pay his portion of all the needs of my younger kid, going forward, aside from child support.
When our agreement was read on the record, Judge McGann had some very sensible advice to
give us. It almost felt like a counselor at the stand. This is a judge who will not let the details of some
imperfect guidelines get in the way of justice.
My guess is that much of the bad ratings Judge McGann gets in this website come from very liberal lawyers protecting their clients assets and/or wealthy clients who feel entitled to dismiss their ex spouses and children's rights just because they can afford to pay the usual unaffordable fees it takes to fight a custody battle.
I feel lucky that our case was assigned to Judge
McGann.

I left Judge McGann's courtroom shell shocked. I can't believe that what I witnessed and endured, could happen in the United States of America in the 21st century. I am now acutely aware that miscarriages of justice are handed down daily by judges who either have a personal agenda or simply do not care about the citizens who, after spending years agonizing over bringing a case, come before them. The process for appeal is a lengthly and expensive one. We need reform so that no one has to experience what I did in McGann's courtroom. Enough is enough.

Worst experience ever. After months of mediations, settlement hearings to finally get to my merits trail and they gave me Judge McGann. Basically his mind was made up before we entered the courtroom. He didnt like the fact of me getting our daughter on an overnight through the school week. He told my lawyer if I come into his courtroom asking for more overnights more than likely he will take me back to every other weekend visitation.He believes the child should sleep in 1 bed mon-friday during a school week. Crazy thing is I live 7 min from my ex, basically around the corner from her and our daughter school. I was 18 overnights a way from joint physical custody and he didnt even give me a chance for more time. I accepted our pedente lite order to assure I didn't get pushed back to every other weekend. I feel for ANYONE that comes before Judge McCann.

UNFAIR even after reviewing the report from child protection agency which still helped me after the judgment which they are not taking in consideration. Judge McGann could have let ASA John Costello work me over, when I had to show up for my pretrial hearing without an attorney, but he didn't. Judge McGann also pointed out, in open court, that Mr. Costello had withheld information from me about his intentions to move for a dismissal of my case. I am very grateful that Judge McGann was willing to listen to what I had to say, and was willing to verify it before ruling on Mr. Costello's bad-faith motion. Judge McGann was very generous in giving me extra time to finish attorney shopping, and I am very grateful to him for this.

McGann's handling of three Petitions for Judicial Review of Agency Decisions evidence his ignorance, incompetence, indiffernce, indolence, bias, arrogance, and cowardice. McGann allowed his Administrative Assistant (a non-attorney) to write and sign scheduling orders on complex litigation involving Chapter 200 of Md. Rules governing the aforementioned petitions. When I contacted McGann's Administrative Assistant to express my concerns that her scheduling orders violated the Md. Rules, she advised me that I would have to file motions to have McGann consider reversing the unlawful scheduling orders. I filed two motions in this regard which McGann ignored and never ruled on before he summarily dismissed my petitions. The Court of Special Appeals subsequently reversed McGann and reinstated the petitions; whereupon, McGann directed the Clerk's Office to assign the petitions to another judge. This whole process took over three years and gives a whole new meaning to "justice delayed, justice denied!" McGann gives lip service to justice and should be derobed!

He belittles and berates parties and lawyers to make himself feel better. He ignores the facts in favor of his own personal bias. He is unable to put aside his own personal prejudices and beliefs and judge a case on its own merit. He is extremely harsh in the delivery of his opinions from the bench. He doesn't understand even the most basic aspects of the law and doesn't care about scientific evidence at all. He tells horrendous stories -- in court -- about his personal life in a lame effort to justify his decisions. I have seen him do this in a courtroom full of people, resulting in several of them exclaiming their astonishment that he got away with it. He appears to make up his mind before he even starts a case, choosing a favorite party right away and then exercising his authority in favor of that party throughout the trial. He is so nasty to parties that it is impossible to find anything respectful to say about him, which is a shame, because we are supposed to foster respect for our judges and the system. I have seen him disallow competent evidence because he had already made up his mind about the case. J. McGann is a fine example of why politics has no place in the appointment of judges. Even a judge with a low IQ and a poor grasp of the law can do a fair job if he is willing to listen to the facts and consider the law that we lawyers so often spoon feed to them. This judge is not willing to do either. He lacks the basic intelligence, judicial temperament, training, experience and human empathy necessary to do a minimally acceptable job.

Cannot help but respect this no-nonsense judge. Understanding the general sentiments about Judge McGann being harsh on the defense, I think it is very important that the Bench maintains judges who do not "hover in the grey area." I have appeared in front of McGann a number of times and he has been fair to my clients.

He is very arrogant and like others have said, if he knows the lawyer trying the case, you stand a better chance. He convicted my 19 year old son to 15 years for a first offence robbery in which he did not posess a weapon and no one was hurt; saying he was going to do what other courts would not do prior to handing him this lengthy unreasonable sentence. The Judge appeared to take the bench with his mind made up on a dispositive issue that had neither been raised or briefed by either party. And appears to have made up his mind without the benefit of any research, since his decision was absolutely contrary to 50 years of very clear case law on the issue. He did not want to hear why he might be wrong. I suspect even the successful attorney was left stunned by the Judge's action, for it absolutely guaranteed an appeal.
