He ignores controlling law, and is the antithesis, therefore, of a judge. He thinks he's good, because he's intelligent and quick-minded. But if you ignore the law, none of that matters. In fact, in lots of people like that, it fosters it. For that reason, there can be no other rating than a complete zero.
