The retaliation continues in the form of a non-party invisible litigant (payee) who feels they can legally harass someone in a case they are not a party of. This is because of the "deal". They also feel they can file court documents without informed consent. That or they continue to commit identity fraud. The continued involvement will only blow your cover. They have also become a serious risk to the children you sold. I warned many about them and they deserve to be behind bars; I firmly believe EVERYONE will rest easier this way. Was not a good idea to bargain with an unhinged senior citizen who thinks a warranty came with the judgement purchase.

If you legally hold this unstable person accountable so they NEVER interferes in a relationship again your problem is gone. I guarantee they will continue to bother you forever if you do not cut her off. They are root everyone’s "issue", even the party they think they are helping. The unconscionable actions she took damaged relationships beyond repair. Those broken relationships directly impact children. Those children DO NOT LIKE this person.

I will admit I would have nothing to complain about if it was guaranteed that this person would never interfere in ANYONES relationship again (professional and personal). They have not helped anyone and will only continue to cause major headaches for all. Think about that.

Oregonians, I can’t be the only one…

Before all this started you felt that you were a reasonable person, but you had a gut feeling that something was just not right about your experience with Judge Pagan. I understand that this a been traumatic for you, the mental drain which leads to physical fatigue. Dig deep, pick yourself up and fight back. You are still that reasonable person, and you are not alone.

If you were told you had some mental issue based on testimony rather than facts, nothing is wrong with you. If your right to be heard was suppressed in ANY WAY, it was not by accident. If you wrote your objection to a money award and your lawyer just happened to forget to file it, something is wrong. If that 30-year experienced trial lawyer (you know who you are) you hired did no better than defaulting, SPEAK UP; it was no accident. If you have been told your “uncredible” in a judgement understand they put that there to make it harder for you to fight back. You are credible, and you are not alone.

I am reaching to not just victims but any associates, attorneys, judges, expert witnesses, clerks, ANYONE that has witnessed judicial misconduct and/or abuse of power from Judge Pagan then file a complaint with the judicial fitness committee with your facts. If you believe bribery has taken place with this judge, contact the FBI public corruption division and/or your local police.

A combination of events occurred that started this behavior. Judge Pagan became head of the family law department (allowing him to choose his own cases), Judge Fun retired. And Covid-19 provided cover as remote hearing/trials it made things even easier to hide. It was too much of a responsibility for this young judge to handle. He took advantage of a world-wide pandemic and profited by fixing a case(s). Millions were dying and this man was thinking of himself. He could not do this alone… He had help and they know who they are.

Judge Pagan has made sure to belong to all the right clubs like OWLS, LGBQT, Literacy schools, trial advocacy, whatever makes his political image look more ideal. Corruption lingers NOW throughout the lower courts and amongst the attorneys that did business with this man. It infects us all and hurts the community you have grown to love.
If you are assisting this judge with making good on his past deals, I ask you to stop enabling him and think about the consequences. He will not protect you. Report him. He has the least amount of risk and the biggest payout.

Only file complaints with facts and how that applies to the judicial code of conduct. If you want to be heard, then follow the process accordingly. Do not send complaints saying he is a jerk or is mean, these are your opinions.

If he breaks the following rule report it immediately.

Rule 3.12 Cooperation with Disciplinary Authorities (B) A judge shall not retaliate, directly or indirectly, against a person who the judge knows or suspect has assisted or cooperated with an investigation of a judge or lawyer.

He has no soul. His ruling almost made me take my life, because I was indeed innocent and spoke nothing but the truth.
This experience personally made me stronger. Made me realize that no one is going to help me, besides myself. I am not sure that others are lucky to have this type of mindset. I am worried about the damage he might do to our society with his psychopathic behavior.

It will take more than the victims that have suffered from outside business deals that have been done to fix what he has ruined. It will take more than just complaints. It will take courage from the legal community to speak up without fear of retaliation. I ask the legal community to put your heads together and get crafty, ask the bar to create an anonymous forum or something similar so legal staff and attorneys have a place to share the injustices they may have experienced. Because you are locked in until his term is up and the public is suffering. Even those who have made deals are locked in. The public and legal individuals both. It is a horrible feeling and something no American, or anybody, should feel. Hopelessness.

If the man has any honor, if he cares about the community in anyway, he should turn himself in and come out about what he has done. The guilt is weighing on him heavily as he knows what he has done, it shows. Children, fathers, and mothers, siblings are being separated unjustly. I ask the legal community to step up and take a stand for the people who pay good money to you for a service.

Get crafty and create a place where you can all share without fearing retaliation. Please. You can do this. Work together. There are far more lawyers out there than judges. You can make a difference if you work together.

Waiting it out until his term ends should not be the option. Again, kids are involved. Please.

This is my story of being robbed and looks like others have experienced the same. I am thankful for a platform that welcomes freedom of speech. Thank you.

[Redactged by Ed.] Either this or he was trying to make his last few cases look appealing to be considered for an upcoming open position in the court of appeals. He made sure that I could not get representation by designing an opinion to deter any lawyer from taking my case. It has done just that. It is material misrepresentation by the court. AKA fraud on the court. This opinion was also written after I filed a judicial complaint. Obviously, he did not like it. Just like the person down below said, it was an opinion supported by no facts (because he had none). He also had knowledge not available to the public yet that he would be taking DeHoog’s position in the court of appeals. This influenced his judicial decision making as he was taking the side that would make his resume look better in the eyes of Governor Brown. What was public knowledge amongst the legal community at Washington County Courthouse was that he was moving over to “criminal law only”. I recall hearing this towards the end of 2020.

I had a hearing in late 2020 with Pagan. He was fair and even-handed. He cut right through the BS. He had common sense, he was efficient and engaged. These traits were gone in the summer of 2021. He was on cruise control because he knew he would be out of Washington County soon. He did NOT give precedence to the duties of judicial office. He was busy thinking about his future and how to make it a reality. He severely lacked competence and diligence because he was not engaged, in fact he was complacent. My lawyer was aware of what was going on but worried about retaliation from Judge Pagan. This in turn affected his representation of me. And that in turn separated a father and siblings. I was robbed in front of people that were aware of what was going on. I was misrepresented by the opposing lawyer because she new she could get away with it.

Read the Oregon Code of Judicial Conduct if you experienced anything similar. Be specific about which rules he broke and how. Then support it by using dates, audio, exhibits. These are called facts, something not used in Judge Pagan’s opinions. Lawyers have a duty as well to report such conduct but remember they are not emotional vested in your unfortunate situation, and they want to keep their job. If you felt the opposing lawyer took advantage of this and ran with it, speak up. Put pressure on the disability commission and state bar. This is what they are there for. Do not let them push you aside either because they will. You can lesson your chances of getting dismissed by proving proof, tangible evidence. Only file a complaint if you feel he has violated any of these rules. Do not expect any change to the outcome of your case if you file a complaint. You can help prevent this from happening to others though.

For reference, in my case, he was not compliant with the following rules according to Oregon’s Code of Judicial Conduct (link below):

You can also contact the FBI and file a public corruption complaint. Never did I think this could happen in my community, but it has. Speak up now or regret it forever.

Younger judge with old school attitude. Not from Oregon. Has little tolerance for pro se and will go as far as financially penalizing those who represent themselves (even though it is their constitutional right). Does any judge think someone wants to go pro se in a divorce, as if they had a choice? He may take offense at you asking his former (court appointed) colleagues reasonable questions YET does not consider (or read) the scientific factual findings in their papers admitted in court. He will, seemingly, look the other way, without prejudice, when fraud occurs in his own courtroom. Inconsistent throughout course of a case almost as if he does not read his own notes. Will risk patient/doctor relationships even with protection orders in place. He is about the process and how that can be manipulated legally NOT the fact finding. Can be easily duped by misrepresentation from those paid enough to take it that far. Covers his lack of effort in research with opinions not referencing any facts in the case. Need proof of financials? Do not worry about it; he will not even check or question it. Inequality of financial investment for legal representation will go unnoticed or perhaps even worse, its noticed yet nothing is done about it. Obviously, a historian and enjoys the technical aspect of law but forgets the human element that is so necessary in family law. Even with all the facts right in front of him he will make judgement on engineered and misleading testimony. Will not think twice about splitting siblings apart, not even worth mentioning in judgement in fact. Another incredibly important detail forgotten about.

This Judge put zero effort or compassion into how he ruled and ultimately ruined so many lives. He didn’t even look at the information that he said he did to make his opinion letter and ultimately was being biased. I agree that the people of Washington county need to start a class action lawsuit against the county for allowing this Judge to continue serving as a decision maker on the bench. The amount of documented proof is overwhelming for the wrong he has done to so many people.

This Judge has no business presiding over these family law cases. He is extremely abusive in the courtroom no wonder he can’t recognize abuse in the family unit himself. He makes decisions without merit and his decisions depends on his mood that day. He was voted in by the public and now it’s our turn to vote him out. Our families are not safe while he sits on that bench. He will have a band of families that will testify that he has ruined their lives. The current group of children that were subjected to him will be messed up for the rest of their lives. Good or bad he does not know what he is doing. How does he sleep at night. Washington County Courts you made a mistake with this man and now you will have to fix it all one by one. There will be many that will need to sue the courts. Just had the gestapo show up at my door kidnapping my child, then removing her out of State of Oregon to be sent to Arizona with the mom. This was done by an Ex-Parte Order he signed. I have had no red flags of any kind, nothing alleged and no criminal history. I don't know about the rest of you, but I am going after this judge for personal injury. Absolute immunity isn't a blank check to disregard Due Process.

This judge has NO business in Family Court. He was biased and did not allow for questioning that would allow for testimony of alcohol and domestic assault and then made judgements without all parties notified or present. Shame on him!!!

Judge Pagan should be removed from the Family Law bench. First, he was a criminal defense lawyer with ZERO experience in Family Law and it shows. He does not even have a basic understanding of the dynamics of family law. Second, his conduct in court is horrific. During testimony, he was distracted, talking to his clerk, and only half listening. Do you want a judge who doesn't even bother to listen when determining the fate of your children? He is impatient, chauvinistic, clearly favors men, and rushes you through answers while also putting words in your mouth. He doesn't raise his voice, he out right screams at you. This judge is going to be responsible for many children being in danger or runaways because of his complete lack of knowledge when it comes to the family system. If people like him are making decisions, God help us.

In the beginning Judge Pagan made decisions without a full understanding of the parties, however over time I found Judge Pagan to be bright and honest and blunt with his interpretations while still being open to learning . I appreciated Judge Pagan's willingness to bring us in regularly to see progress. Judge Pagan seems to prefer dealing with represented individuals and takes Lawyers words stronger than self represented individuals, this part was harder but in the end he saw and ruled on the best interest of the children.

He makes snap decisions without having any of the facts. He doesn’t take into account the abuse, anger management or the effects that father has on the children. He speaks factual without doing any fact finding. He wants it to all go away and solve itself, not go to trial, and to play nice. Making a statement like that without considering the facts, without holding the parties to honesty. I was extremely let down by the system.

Judge Pagan shows a clear bias towards men. He shamed a mother before him for contacting cps when her son told her he was being abused by a friend of the fathers. He shamed her for not having representation and not knowing how to represent herself. He did not shame the non biological father for brushing off the allegations when the mother presented them to him, but instead ordered that the mother and her wife take a parenting class before being allowed unsupervised time with their son. This is just one of many instances in which he takes the mans word as gospel and doesn’t need any proof, but the woman is lectured for up to 30 minutes because she appeared “defensive and angry”, stating she needed to take a conflict class. I don’t know what century judge pagan is living in, but he should join the rest of us in the 21st century and stop the blatant biased sexism.

I'm confused. Today (8/17/18) Judge Pagan shamed a mother before him, trying to secure a restraining order against the father of her children, because he is routinely feeding them food that harms them. Among other documents, Pagan was presented with (and dismissed) two medical reports: One from a family physician documenting the allergies suffered by the children, and the second from a doctor who was told by the father, that his child had no allergies, in order to obtain a sports physical. Both documents Pagan labeled as "heresay", specifically saying there were no medical docs before him, then contradicted himself saying this was not a criminal matter but a "domestic violence" matter.
When these children end up dead, how will Pagan be held accountable?
