I’m so glad that the WORST JUDGE, in all of judge history is now retired! This guy gave the perception that he was unprofessional, biased, lazy, incompetent and just straight out incoherent in my personal opinion. I’m glad that this man is gone from his position where he can no longer hurt people’s lives or affect them in a negative manner. This man was the absolute worst human being to ever take the honorable seat in my opinion. Good riddance!!!

Beware with this judge. Ask for a new one if you get him. Not sure if he got his degree in Mexicali MX or where he did but he does not seem to have good ethics and does not conduct himself professionally or honorably in my opinion. He seems to believe he is GOD and has no respect for others in "his courtroom" funded by the general population. ASK FOR A BETTER JUDGE WHO USES LOGIC WHEN THINKING. All my opinions :)

Worst judge ever. Judge Ulloa is condescending, his takes sides without being fair. Fails to read the declarations and see obvious facts. It is criminal what he is doing because he is affecting families and making poor judgements with his biased Intentions. He has several local attorneys his pocket. If you ever have to face this judge have him excused immediately as you will NEVER get a fair trial.

I have been in front of Judge Ulloa for almost year now. He is unprofessional and abusive towards some attorneys he does not like for no apparent reasons. He screams and yells at litigants and at some attorneys. He is disrespectiveful and is not fit to be a judge.

Always judges I a bias by not according to the LAW. Isn’t that what a judge is suppose to go by or has LAW been changed?? He is completely against law enforcement and sexist always siding/going for the male side. I hope and pray other families don’t have to come into contact with this judge. The imperial valley needs anybody BUT THIS JUDGE.

BIASED!!! Worst judge ever!! Judge Ulloa is biased against higher earning parents. He will not make the other parent responsible for supporting or even trying to support the children. Male or female. He doesn’t read the disposition he makes uneducated decisions. He has his favorite attorneys in the valley that you would think he was sleeping with them. He will rip custody away from parents because of favoritism to his preferred attorneys. He doesn’t look at facts which has a severe effect on family cases. He is a bully that uses his position of power to talk down and belittle people. There should be an investigation on this judge so that his injustice can be stopped!!!

God Help the families that have to ever face him.

This is one of the worst Judges I have ever seen. He should not be in position to make any decisions that affect children lives. This judge awarded a ex parte decision, custody case to a dad that was deemed dangerous when his son wrote over 300 pages to a psychiatrist, of abuse that took place during his first 17 years of his life. He then awarded this dad custody and threatened to put his mom in jail by involving the DA if she did not send her son back to California. His mom had to do everything in her maternal instincts not to send her son back to California with the strong belief that there would be serious consequences for her son due to her son speaking up. The abuse to her soon was so severe that a year later her son still has issues with trust, love and god. As he told me during Christmas! "My Christmas gift this year is that I am living in a safe home where I am no longer being abused by my dad." What a horrible judge that failed every child out there that is being abused!

Lazy! Doesn’t read the paperwork! Just wings it and goes off what is said in court! Don’t waste your time, paper, and money until this guy is gone! You go through all that time, emotions, stress, and tears to prepare paperwork and documents just for this guy to not review and make right decisions! He doesn’t care he’s still making his fortune! Hurting families, sloppy documentation, and confusing final decisions will leave you even more stressed!! Do not go to court if family matter until he is GONE! Trust me!!!

Went to see about retaining an attorney. Two different attorneys wished me well, and said they will not go in front of this judge because he doesn't know the art of listening and making informed judgments.

Imperial County, California have many "excellent" Judges. However, Judge Juan Ulloa is Imperial County, California "worst" Judge. Even the Imperial County District Attorney's Office legally "banned" Judge Ulloa from hearing "Criminal" cases several years ago. And now Judge Ulloa hears only "Family Law" cases where he always decides to do the complete "opposite" of what common sense legal justice would do. He's pathetic. He should "resign" as Judge. The good taxpayers of Imperial County, California deserve a better "Judge." Judge Juan Ulloa lives in his own fantasy world.

This judge unfortunately is bias toward men and will not side with you even if you are right and the better parent in you are a male. Please take this as a warning as my child reported abuse to the judge and he did not care, he left him with his abusive mother. Ask for another judge if he is scheduled to hear your case, take this as a serious warning as your rights are at stake here.

after a lengthy court hearing in march of 2015, this honorable judge Ulloa decided that it was in the best interest that a child spend the majority of his time with his biological mother who has a documented and proven habit of lying to the court, the father and on declarations. The mother lied to the father about providing the child with immunizations, the child went a whole year without any shots, she lied about him attending a pre school on her custody time, yet the preschool provided a statement that she or the child never attended the preschool, the mother fabricates and lies to alienate the child from his father and thanks to JUDGE ULLOA this child is in the care of an unfit parent. Mean while, the father, sits in his sons empty room waiting until he can see him again. NO JUSTICE with judge ULLOA. SO DISAPPOINTING that a man with that kind of power choses to THE WRONG THING. SHAME ON HIM.
